Laws on Keeping Pigeons

1. Enclosure: a pen, cage, stable, stable, aviary, shed or any other fully enclosed structure or area where pigeons are kept or housed and confined. 4. You need a permit to catch pigeons in New York. 3. The enclosure complies with the applicable provisions of the Building Code. (2) Adult pigeon: a pigeon that is at least thirty days old.

The pen shall not have less than one square foot of floor area for each adult pigeon kept or housed in the pen. 3. Pigeon: any bird of the family Columbidae and the species Columba livia, commonly known as rock pigeon, carrier pigeon or carrier pigeon. (Order No. G-4776, § 2, 2006).
